The Constitution of the country in terms of Section 26(1) provides that everyone shall have the right of access to adequate housing. In line with the Housing Act and Code that provides that the municipalities must take reasonable and necessary steps within the frame of National and Provincial Housing Legislation and Policy to ensure that there is adequate access to housing development.
The unit is responsible for the following functions:

• Housing provision
• Beneficiary management
• Provision of site permits
• Confirmation of ownership
• Issuing of Title Deeds
